swap 6x5 panel with gravel boards

Hi

I have a standard 6 x 6 fence using 8ft concrete posts with 1ft concrete gravel boards

I was looking to remove the 6x5 panels and slot/stack five 1ft gravel boards on top of the existing gravel boards....

1) How hard will it be to lift them above 6ft and slot them in, 3 man job?

2) Is weight likely to sink the six stacked gravel boards further down into the ground over the first few weeks?

3) Potential of boards at bottom cracking due to weight after frost etc?

4) Safety of fence in a rare high wind/gust from being blow over?

Can I ask why you'd rather stack 6 then use the current fence or buy new fencing? It can be done we've moved into a place with 5 high stacked and they've not cracked however posts had been set wrong so the sides have fallen but we're taking them down anyway so dosent matter, from my experience they can hold the weight from above its just they tend to crack in the middle if there's weight behind them. (Like they've been used as a support the weak spot is the middle).
 
I'm putting in concrete ones as this end will then be one side of a covered roof

the joists for the covered roof will be going on a wooden beam going across the top of the existing concrete posts (the beam will not rest on the boards just the top of the posts (the last concrete board will be slightly lower then the top of the posts

once roof is up I wont have the opportunity to change the panels, hence the concrete ones for long term durability

You could use concrete sectional garage panels if they'd fit? Wouldn't use my review as reliable advice and would get advice from someone who uses them a lot maybe even a local landscaper. I'm only talking about experience at our place, I'd imagine over time they would start to crack with the weight above.
