Tamper circuit on G4 Accenta/Optima

Hi, had a look inside G4 Accenta/Optima panel and found all the blue tamper wires twisted together in one terminal and all the whites twisted together in the other? I thought they are meant to be wired in series. Has the builder Balfour Beatty wired it wrong? Also is the tamper circuit supposed to trigger the alarm at any time or only when alarm is set?

They should be in series u will only get a tamper alarm on your system if all the tampers open at the same time lol. But wired correctly a single tamper will cause an alarm when unset
