Under Jewish religious law she isn't classified as Jewish.
However Israel has expanded the eligibility criteria for Israeli citizenship to include non Jews.
This includes foreigners with a Jewish father or grandfather.
You don't have to be Jewish to hold Israeli citizenship.

The reasons for this expansion of the base group of those eligibie for citizenship, is because a lot of Eastern European Jews were very assimilated into their host countries and had a lot of non Jewish family members.

Another reason is the demographic threat posed by the rapid growth of the Palestinian population.

The British did try to control illegal immigration.
Lord Moyne was the British minister in charge.
He was shot dead by Jewish freedom fighters / terrorists (depending on your prejudice).

Winston Churchill and Clement Atlee were also on a Zionist hitlist, so its not surprising that the British couldn't get out Palestine quick enough.
