Tiling / insulation / underfloor heating

My wife wants ceramic tiles in our hallway which is quite large (22sqm). I've said under no circumstances am I tiling straight on to our concrete floor due to the the heat loss and chill on the tiles.

I looked at underfloor heating mats but I won't be able to run it to the fuseboard and don't think you can buy plug in ones.
I can see that it's advised to place tile insulation boards below underfloor heating to minimise heat loss.

I was wondering if anyone has tiled on to these insulation boards even though it won't have underfloor heating? I was trying to see if I could compromise as I don't want a freezing cold floor.

I'm sceptical about tiling on these boards, even with flexible grout surely there will be a movement in a high traffic area and its bound to cause grout cracking in future, or am I wrong?

Any advice would be appreciated.
