Tilt and Turn Window on 1st floor

As you will be aware a tilt and turn window can be in closed position, or vented, or completely open.

If children have access to such a window (on 1st floor) obviously you don't want them being able to open it, but okay for them to close or vent it. Is it possible that a child could set such a window to vent or close it, but can't be set to open without a key.

Yes. I've come across windows that you can set to open to vent position only. To open it further you have a catch mechanism, (often quite fiddly), and sometimes it will have one top and bottom.
 
If it has a key locking handle and assuming it's a tilt first then turn, most are but there are some exceptions, first unlock the handle, turn 90° to tilt and then lock the handle by turning the key and remove key, this should restrict the handle to 90° only and no further. IF the handle actually locked in the 90° and wouldn't move then try it by only turning the key 90° not 180°
 
There are hinges that can be retrofitted and to open the window fully you need to press two tabs, top and bottom and at the same time open the window.
As mentioned above, it's fiddly and kids won't be able to do it.
