Tired decking

Hi,
I am posting a picture of my decking. I used Spear&Jackson decking stain last year but now the paint is coming off in several areas. I have tried to remove the old paint with sanding paper. However, all my efforts haven't achieved much since the paint has hardened especially around the corners.
Can I use a paint stripper to remove the paint so the decking is ready for a fresh coat of paint?

a jetwasher will strip off the old stain, but raises the grain on the timber.

you can call that an anti-slip finish.

The oil does seem a lot more durable than stains.
 
Hi, thank you for your replies.
Unfortunately I don't have a jetwasher so I tried with sanding paper but to no avail. The paint around the corners and in some other areas is very thick and doesn't seem to come off at all.
Can I use a paint remover solution?
