Under sink tap leak

Hello All

I have a leak under my kitchen sink from a pipe leading from the tap, the water seems to be pushing up out of the top bolt as in the photo below.

Is it a simple case of tightening?
 
I had my tap running and kept my hands around the pipe above to feel if it was coming from above but it was dry.
 
OK - just a double check.

Get a piece of tissue and put it around the copper pipe under the tap without touching the brass fittings
 
It's gone quiet - I hope you understand that the tissue was suggested as a way of checking where the water is coming from & not a cure for the problem!
 
Sorry for the awful pic, i ran the water with the tissue around the pipe which was dry and water was still pushing up from the bolt.

Is this a new install?

In you first picture the right-hand isolator is turned off but there is still water on top of the reduction coupling?
 
I turned it off which reduced the leak vastly but still a bit of water was pushing through
 
Just seems odd that after 4 years both tails appear to be leaking.

Turn off both isolators
With an adjustable wrench of decent grips, hold the centre of the coupling
With a second set of the above, tighten the top nut clockwise - try a quarter of a turn
Open the isolator and check if that's cured the leak
