Unprotected Copper Pipes in Concrete

Hi. I'm looking for some advice with regards to my current situation after having a leak in my central heating copper piping in the screed of my lounge.
The leak has wrecked my wooden floor which I have today completely ripped out as the floor was wet all over under the underlay. I have had the leak located and fixed
however I am really not happy with just having the problem area filled as the copper pipes running between my rads have no protection and have probably been in the
concrete for about 40 years. They are also laid one over the other so the top pipe is only about 30mm deep. So my dilema is what to do next. Do I dig the pipes up and get them replaced with plastic pipes or get them relaid as copper but in some form of conduit or do I get them re-routed down the walls from upstairs? There are radiators directly above the two rads in the lounge. Cost is obviously a factor when considering my options.

The other issue is that the pipes come from the hallway which has the same wood floor and I would assume that the pipes have been laid the same way in the kitchen which is a tiled floor. There is currently no sign of damage in the hallway floor or kitchen but should I bite the bullet and get it all sorted as it's probably another disaster waiting to happen? We're thinking of getting the kitchen done at some point in the future so would I be better off leaving that part until then? I'm just a little concerned that if I changed to part new, there obvously needs to be a connection between new and old and would that be an area of concern. I have no idea of costs so some general advice for any options would be great thanks. It's probably also worth noting that the damages have been claimed under house insurance so I'm not sure how it would be viewed if another pipe did go in the near future. Thanks for any help.
