Upvc window is there supposed to be sealant round the outside?

Hi, is there supposed to be done sorry or sealant round these windows? Or more mortar? Any advice would be greatly received!

Sorry, predictive text on phone... That's just supposed to say it's there supposed to be some sort of sealant!

There should be a sealant to seal the gap, not mortar, something like Dow 796.

That cement/mortar that's in those gaps will fall out overtime. Personally I'd have put a clear silicone and then fixed a small upvc quadrant over it to make it look tidy
