Is this a variable limit set at different times of the day according to the traffic safety conditions? Nope. It’s a blanket speed limit change to all restricted roads. Only 3% escaped.

Even more stupid for breaking the limit imposed.
 
They did. It didn’t. But they ignored everyone and did it anyway.
 
Has anyone been given a ticket in wales for between 20 and 30 ?

we have had this blanket 20 here in the scottish borders for 2 or 3 years now, I don't believe one single ticket has been issued. (police refuse to give a sensible nswer to a FOC) which I think confirms the answer is zero

It's supposed to be self enforcing - The few who stick to 20, hold up the masses trying to do more..
 
Not in Wales - they changed the law.

Apparently enforcement has now started. 10% + 2mph, though currently they are adopting a 10% + 4mph threshold, perhaps to avoid banning and fining half of Wales.

So 3pts and a fine for doing 26mph.
