Insurance companies - less accidents less cost so not surprised the report isn't completely clear.

Accidents - can be a rather strange area. Take speed cameras - reduced accidents. Bit of a problem. It was influenced by the take up of high level rear break lights a factor that Volvo proved beyond a shadow of doubt.
 
Here's a real life example of a 20 zone near me that I feel could be a 30. The pics are in order, taking you along the road.

The various devolved powers will want to show they are better than Westminster. That is likely to make them more radical maybe with too little thought and over simplification.
 
Our Lib Dum council has introduced lots of 20 MPH limits, but mainly on main roads, with rat run back streets still 30 MPH . Go figure!
They do that a lot. Some of the outer London suburbs have newly installed 20s on main A roads.

So you have to find another route. Net result reduction of accidents on that road. No overall reduction of accidents, followed by RTTM.

I appreciate many on here won’t understand these things.

Treatments are usually applied to roads that have had a spike up in casualties/accidents. Eg reduce speed limit and install camera. Due to RTTM the casualties would drop without any treatment. That improvement is claimed as a success for the treatment.. but 3 years on everyone is scratching their head as to why nothing changed and the casualty stats are the same.
 
I suppose it's a bit (perhaps more than a bit!) conspiracy theory-esque, however part of me thinks the end goal is to have the great unwashed out of personal vehicles completely. If we need to move from A to B and public transport can't meet the requirement of our journey, we'll need to book a CVP (Community Vehicular Pod) that has a top speed of 18.5mph and is limited for use within our registered town/zone.

I'm very confident the Greens will love the amount of potholes dotted around the country as it's helping with the overall objective, namely to slow us all down.

If the reduction of casualties/crashes is over the whole area yes. Otherwise it could be a statistical glitch.

It needs a full year of data for the entirely of Wales to be really definitive.

Oh dear poor noseall doesn’t have a clue about trend analysis. What do we have here… is it a downward trend over many years… yes it is. Do the claimed improvements stand out… no they don’t.

The government also said the overall number of traffic collisions in Wales was also down marginally last year to 3,262, a drop of 1.6% compared to the previous year.
The number of fatal collisions on all roads dropped slightly in 2023, with 87 in total, compared to 90 the year before.
But the number of serious road collisions saw an increase, from 792 in 2022 to 891 in 2023.
There were 98 people killed in traffic accidents in the country last year, compared to 96 a year earlier.
