Wall tie spacing

Ive just had some remedial wall ties done and I noticed that the distancing around the door opening is more than recommended as stated in the BRE Guidelines.

This is the e-mail I received following his site visit, is there any truth in the statement below. Note: the installer didn't have a pull out tester to check work.

"yes the ties are slightly outside the 300mm width they should be at the door level but what is written in the book and what works practically are not always the same, the technicians do pilot drills and have to find the brickwork to tie to internally, to avoid hitting a mortar bed. If the technicians have had to move the ties out 40mm to get a fix, then from a practical point of view this will have no bearing of the effectiveness of the installation.

355mm is 130mm more than the guidance in the British Standards.

Assuming there is a blockwork inner leaf, then a half block would be around 225mm so they were probably trying to avoid the joint as suggested. That said, I don’t know why they wouldn’t have brought the ties closer to the opening (say 150mm) rather than further away.
It would seem they have drilled into the middle of the second brick from the edge of the opening, I don’t know if there is a reason they didn’t drill into the in to the middle of the first brick, would seem the better option to me.
