Has anyone ever come across this issue before?

Tongue and groove, pressure treated timber, with three coats of shed paint. Water is still soaking through. I added silicone sealant to all four corners as was told that might be the issue but still same issue every time it rains.

Shed is new, and has been painted with Ronseal Garden Paint.

Roof does not have an overhang so can't add gutters.

Any ideas how to stop water coming through?

You can't, sheds aren't waterproof, the only sure way is to fit a membrane to the studs, then fit vertical counter battens to create an air gap then fit the cladding, any rain that gets through the cladding can evaporate away from the vented cavity, any wind driven rain that gets blown onto the membrane can run down the face of the membrane and out the bottom. Some people have had limited success by applying silicone to every joint.

You are pushing water up a hill with a fork siliconing the shed. You won't stop the ingress of water either as the capillary action of water will ensure any gap vertical or horizontal or otherwise will allow water in and to climb.

You could add additional timber to roof edges to create a verge and then attach guttering via guttering clips fixed to the shed.
