We are renovating a lower ground flat in a Victorian mansion block (but inside was completely rebuilt in 1989).
In the open plan kitchen/dining/living space my architect has suggested putting down foil, then a layer of wet UFH, Omnie Lowboard 15 straight on top of the concrete slab, WITHOUT ANY INSULATION. Then plywood and then tiles/wooden floor.

The reason she claims we can't do a layer of insulation is because there is quite a bit of custom made joinery that will be put along the walls which needs to be screwed to the concrete, so we can't raise the floor level by too much.
However, i am not convinced I won't end up with huge electricity bills (the wet UFH will be heated by an electric boiler) as the UFH will heat the concrete if there is no insulation below the UFH.
We are having a layer of insulation done in all three internal walls of the room and windows are old but double glazed.
What do you think?
Should I do the suggested UFH or just stick to radiators?
Will I be better off using another UFH system without insulation like this?
