What is this and why?

Hi all,
does anybody know why this is happening on my window side panels (or whatever they're called). As you can see, it seems to be the lining on the inside of the window that's peeling and it's now showing all the insulation between my inside wall and the window itself.
I have called the management company out and they don't seem to understand why it's happened and nobody is resolving situation or taking responsibility. It's so unsightly, but I'm also concerned why it's happened, as there are some electrics that run through the biggest panel.
I would be so grateful if somebody could advise so I can take it forward.

I may be mistaken the first picture looks like it may be a vinyl skin was applied to the glass (like they use when a car window is tinted, only opaque white in this instance) and it has bubbled (sunlight, UV, heat of the sun, contamination of the glass surface?), whilst the second one looks more like they have painted the inside of the glass and the paint is separating from the glass (again sunlight, UV, heat of the sun, contamination of the glass surface?). If the glass has any contaminants, including unevaporated cleaning solvents, when vinyl coating or paint is applied then it can separate quite quickly given a bit of warm weather. A better (and more expensive) approach is to use opaque glass or a powder-coated metal sheet (normally something like Dibond aluminium/plastic composite) in place of clear glass and a coating where a blanked off window is required
