What is this texture?

Our back bedroom is lined with some fairly hefty lining paper and painted over with this texture. I've had it tested as for the big A and it's come out negative.
Picking the surface off, it seems to be almost crystalised inside. I've read about silica sand but not seen anything like this.
Planning on stripping the paper and re-lining but I want to know how much mess/health hazard I'm in for when I do!

Sounds like Textured wall paint circa 1980, very messy removing it , ( Steam Stripper) walls may need a Plaster skim when finished

The plaster beneath the paper looks alright from the exposed bits, good enough to stick more lining paper back on I hope. I'll get the old scrapers out and make a start this weekend, it can't be worse than woodchip stuck over woodchip...surely?
 
It’s what my plasterer mate would call an R.A.F. texture. Rough As ****!
Not wrong. Still undecided as to whether it's better or worse than the woodchip and artex that covered the rest of the house when we moved in...
 
If it is that textured paint, try a wall paper steam stripper.
If you are lucky, it should come off in big patches with minimal damage.
It's a delicate balance to get the top loose, without blowing the wall/ceiling surface
