Where do I start? Painting bad wall

I need to paint this wall in white- its light grey now. There are many imperfections, like bumps and holes.Was this result of bad plastering or painting job?


How do I prepare this wall for painting?What tools for this job will be need?

Thanks, this is out of the question as I do not have skills or funds. Is there anyway to make it look better ? Like sanding these bumps?Or I read there is dry mud? How about white textured wallpaper?
 
You can try filling and sanding.

But on a wall that bad, it will only be once you give it a coat of paint that you will see the bits you've missed with the filler.

Could be a long process, but if you're short of dosh, that doesn't matter, does it?

Emulsion put on filler will need diluting.

You could use a cheaper emulsion while you are until you are happy you've got the surface flat enough.
 
Will covering it with textured wallpaper be better solution then? Its at the top of the staircase.

The smoother the paper, the more any defects in the surface will show through. The deeper the texture, the less will be seen. Woodchip paper was always a good one for hiding poor plasterwork.
 
Thanks. So if I decide to get woodchip wallpaper I dont have to do anything to the wall before putting it on? Or still will have to fill and sand? Trying to save time and money on tools as well and I'm only Diy beginner. I think that previous occupants went down that route as in the living room one wall out of 4 is wallpaper and in the bedroom 3 out of 4 are wallpapered in woodchip :LOL:

Is woodchip out of fashion or not popular? I looker on bandq and there was none
