does anybody know what the purpose of this window attachment is for?

It looks like the underneath of the lintel. Or do you mean the two black strips - which are trickle vents.

it's the window attachment I was asking about. I wondered if it was a type of shield to protect the window against rain.

No, it's just there to prevent blown rain, entering the vents.
