i am fitting window board for my conservatory but the frame is metal instead of bricks. so what should i do to put board on metal base? should i screw it just use glue? which kind of glue is best for puvc and metal??

If it's like one of those prefab bases with galvanized steel sections inside I would bed the boards on a thick lines of general purpose low modulus neutral cure silicone then screw up through the galv sections with the right length screws
