In many ways no.The rocket attack on Tel Aviv was an indiscriminate attack on a densely populated civilian centre, the airstrike on Rafah was an intelligence led strike against senior Hamas leaders, which unfortunately had the consequence of some collateral damage.
Only one of the above is a war crime under international law.
