I would disagree with that.

It's more that when buildings are converted to flats, the contractors don't install the gas to each flat.

Flats are much more attractive with a gas supply and central heating.
 
It's not flats, it's HMO.

I work for loads of landlords, ditching gas is common.
 
A landlord is running a business. He wants to lower is commitments to the property. Gas costs more for landlords. Just the way it is.
 
Hot water meter for each tenant. Landlord would have to set the cost allowing for gas and water use etc.

There is a load of local apartments that have this arrangement. Each appartment has a cold water meter, a DHW meter and a central heating meter.
