why does the flu need to be replaced if the boiler is not coming off the wall?

You stated that you had a vertical flue, so then the flue does not have to be touched, are you now saying you have a horizontal flue ??

The flue is a horizontal flue that goes out off the wall on which the boiler is mounted.
