It's a memorandum of understanding to increase trade and investment between the two areas, the seventh in America so far. Are you saying it's a bad thing?

A memorandum of understanding is a deal, and this particular deal does involve trade. Yes, it's not an 'international trade deal', but you're the only one describing it as that.
