broadband issue

I would certainley give sky a call,it could be due to a number of factors,has he had a recent upgrade to say 4 meg and the line stability can only support 1-2 meg? .....did he get a new router hub off the sky engineer? some hubs /routers are designated to a certain telephone number and if its new it may need configuring....give the helpdesk a call.......
