In your shoes I would write a letter being equally clear that you will not pay until they comply with the law¹, and to start an official complaint with the Ombudsman.

¹ Having confirmed that they are actually breaking it.
 
As I found the problem before accepting their contract, I have cancelled my transfer before it started, and have no intention of paying them anything.

Dealing with a complaint from the ombudsman will cost them hundreds, regardless if they are at fault or not. If enough people complain they will buck up their ideas.
