Martin is spot on, have gone through similar and I believe you must demonstrate that you have given him the opportunity to fix what he has done.

You should also keep photos and record a timeline of events.

First thing to do is ring and ask him to come have a look at the issues. If no joy.

Second thing to do is email him with a list of the issues asking for a reply within 7 days or so.

You can contact citizens advice for help with the letter wording, it's on their website if you don't want to make the call.

Yes I thought Corgi and its successor Gas Safe had rid us all of the cowboy gas installers after those two students died from boiler fumes years ago.
Yeah never get rid of cowboys completely, hence we have ways of keeping them in check, gas safe is one of these.
 
But the gas safe, and it's electrical counterparts, are only as good as the people who check their credentials.

People can claim to be registered and carry out the work but if people don't check their credentials are currently in date then the system will be abused.
 
Don't know why the government doesn't introduce a compulsory licence scheme for builders.
Architects and other construction professionals can't practice unless they are properly trained.
Anyone can set up as a builder even if they have never set foot on a building site before.
