Apparently, the ramming, and injuring, was sanctioned from the top. What the hell were they thinking?

Completely unnecessary, even the guy being initially chased by the calf, thought the action over the top. Those responsible should be prosecuted by the RSPCA, for the stupid decision.

Maybe goading it, but what ever - he seemed not too bothered about being followed by it.

Cows are naturally docile, though curious, and will by nature follow humans - just walk across a field with cows in, and you end up with all of them following you. The only time to be wary of them, is when they have calves, when they become very protective.

Police wanted to do the macho thing and were evidently given the green light to do so by their superiors.
