Fan not running on Buderus boiler (Err Code 3L)

At the risk of triggering a few comments. My boiler is a Johnson and Starley, my choice . Works well, the RGI who installed it was a bit dubious at first but now considers it a very good boiler

Just looking at these.

• QuanTec HR 28c Combi 28kW with Integral Passive Flue Gas Heat Recovery as standard.(LPG Model now available)
• QuanTec 30c Combi 28kW

Any idea what the "Integral Passive Flue" is and whether I need it for my installation? My old boiler has a flue on it (as you can see from the pictures I posted)
