My neighbors have put up very high fences but there are two issues, first is he put fence up several feet from his boundary and all the earth is falling into my garden and also he made one of the fence panels so he can literally come in and out of my garden when he pleases.He did this yesterday and put up posts with wire to mark his boundary.My garden looks so bad I have asked the council to come and look.Will they be able to do anything? and is there some glue I can use to stop him invading my Gardens which he does to dump his building materials.
 
You might be able to use nails if the fence panel lifts up and out.
 
photos would help. He should not be keeping access to your garden. Maybe you could plant a hedge along your boundary and he will then not be able to use his space unless he trims his side, which he won't be able to do as he put a fence in the wrong place.

Seems odd though to put a fence up several feet inside your own boundary.
 
He has made a fence panel to gain access to your property or the strip which belongs to him? Not a lot you can do about what he builds within his own boundaries so long as its no higher than 1.8m.

He is a very strange man,he is a builder and tried to bully me to give him some money towards his new fence,I said I can't afford as I just have my own fence done.Csn the council force him to put a retaining wall as all his earth coming in my garden now,his garden his several feet above mine.He says I'm not getting to enjoy his new fence so he did these bad things to make my garden look terrible.

No. He's cleverly put the posts and wire in to denote is boundary, built his fence on his land, and left his mess on his land but so that you can see it. Not a lot you can do as long as the mess stays on his side of the wire fence.
 
Yes but all the earth falling in,can council make him put retaining wall in and now his rubbish falling in to my garden.
 
What a bitter man - makes his own garden smaller because neighbour doesn't want to pay for his fence. Crazy.

Any earth coming into your area you can shovel back, if it has to pile on his wooden fence with wood gravel boards , then that's his problem.

Plant about 20cm from the boundary and it will eventually spread into the no-mans land he has created, and hide his crap and make it hard for him to access it without get scratched :)
 
I will let you know what the council say when they come today,I was hopeful until I read this,thought they might at least make him clean up the mess and put a retaining wall in!!!
