Fence

I'd never plant a leylandii.
Any hedge would be ok, there is such a small gap between the fences he'd not get along the back.
Hawthorn is the cheapest and has big thorns too. Plus pretty blossom and native so good for wildlife.

Why all the planting suggestions?

I would have thought if the OP liked hedges, or bushes, or trees,or thorns, or the endless messing about, encroachment and shadows, then she would already have those things there.
 
Agree the thorns will make life difficult for the neighbour when he removes the panel to dump rubbish but it wont stop him throwing rubbish over his fence.
Would it become an anti social matter in time? I might put up a very small flimsy fence on my side so you cant see the rubbish and try and tempt him to break the law by damaging my fence.

Cheaper and will look nicer than a cheap flimsy fence, and be good for wildlife, and make it harder for the neighbour to get between his 2 fences.

How does it? The neighbour is entitled to expect any hedge to be trimmed back to the boundary line. How is the OP supposed to do that?

But like I say, if someone wanted some big ugly hedge, they would probably already have one.
And it will just create more problems for the OP without solving anything.

I'm sorry but it doesn't look that bad to me for a freebie. I'd happily spend a few hundred on a row of sleepers or reclaimed scaffold boards to create a raised bed and plant a few shrubs. Personally I consider shared boundary fences a joint responsibility that goes with home ownership and would have tried to make some kind of contribution, even if it was only a token gesture or an offer to pay something in installments.
