The 2 earth wires should be connected together.
 
Liscot, you can't use insulating tape to cover over the wires - to be fair to you, it was a better job than the previous guy did, but still not acceptable. You either need a 3 connector terminal box (so the earth is also secured) which then go inside a chocbox, or you use a 5A junction box. The LN &Ego into the junction box, and then on to the next one, and the lamp holder fly leads come out of the junction box to the bulb, and you use earth sleeve inside the junction box on the bare earth wires.
 
The regulations which are not law state you must require the use of a tool to access any electrical live parts, with the exception of the ceiling rose which has a historical exemption. Because one can unwrap insulation tape it is not technically permitted as the only barrier to touching live wires or terminals, using self amalgamating tape would however comply as you can't unwrap it. Where the wires are it is really only a technical breach of regulations as it is in same location as a ceiling rose so is as safe as using a ceiling rose.

So in real terms the only question is are the earth wires connected to each other in a way which ensures earth continuity to the next lamp?
