You can if you take photos of the insulation installation, or at least we did...the EPC inspector was quite happy to accept the photos.
 
the insulation I fitted internally on the extension was steico protect, but you will shrink the room a bit, it allows water vapour in and out, so helps to control humidity and improves the "decrement delay" more than PU foam does.
