I'm not on the side of the Russians but I xan see why they want to stave their enemies of fuel. And I can't argue that they shouldn't.
Meanwhile USA and others provide munituions to Israel to kill Palestinians. There's no need for Israel to do any 'manufacturing'.
Any evidence of that?

Hamas as a whole, or in some cases its military wing, is designated a terrorist group by Israel, the United States, the European Union and the UK, as well as other powers. Hamas is backed by Iran which funds it and provides weapons and training.

By history both Palestine and Israel have a right to exist...

Where as Ukraine is applauded supported for its armed struggle against its invaders.
When you're in an armed struggle against your oppressors, you'll tend to take your weapons from anyone willing to provide them, as is Ukraine also.
You could argue that Hamas is driven into the arms of Iran, by the west, by refusing to support their struggle against their oppressors.
