Their 'reaction', as you call it, has been going on for decades.
It did cause/excuse Israel to massively increase their attacks on Palestinians.
If the October incursion had not taken place there would still be uncalled for and unnecessary attacks on Palestinians by Israeli (civilians and IDF).
