Loss of light apply apply to ground floor? If yes, how this measured?
Right to Light is a complicated subject that really needs a specialist.

In a nutshell it is an easement that can be granted or acquired. It can apply to the habitable rooms on the ground or upper floors depending on a number of factors.

It is confusing to think of it in terms of light levels as that is too variable to measure, the amount of light in a room on a dull overcast day is totally different to that on a bright sunny day. To massively over simplify it, the actual calculation is based on how much sky is visible through the window from a notional point in the room and whether that is reduced beyond a critical point by an obstruction erected by an adjoining owner.

It mostly occurs in densely built up urban areas with tall buildings. Rarely in normal domestic situations.
