Generally it's advisable to track away from a side road / junction as you approach, as this triggers the part of the vision that is good at detecting movement. Human vision is not very good at spotting moving vs stationary if it is coming directly towards you. It's also one of the reasons it's good to park at a slight angle if you need to stop in an emergency.

Or were once painted but after many years it has simply worn away.

So unenforceable then.
