if he builds it it is a learning curve, sometimes they can work out better, or of similar price but with the added satisfaction that he built it himself (maybe with some help from you) it is really simple to build PC's , everything is plug in, the hardest part is routing the cables nice and neatly and organising the fans so you get really good air flow.
by building it he will hold the machine with higher personal value and will likely take much better care of it and have it for longer, which is only a good thing for children.
also dont trust the app to spec the PC, its not ideal and is aimed at people who don't have a clue.

for graphics card i highly recomend the Radeon 5700XT as a well priced top of the range card which will play everything he wants for a couple of years very well. its not quite as good as the best NVIDIA but the cost saving is worthwhile, this can also be upgraded at a later date.
there is some motherboard deals out there where you get a free SSD drive and stuff.
