Oak Banister Filler showing through varnish

Im sort of loosing it with this oak stuff. Do you think a painter decorator can give me the results im looking for? I just want it all to be even....
 
You'd probably need to find an old school guy with a City & Guilds qualification who understands staining and polishing. That or a French polisher.
