Pumped HW

The low hot flow rate to the bath could just be modern small bore taps connected with small bore flexis. 22mm pipe all the way to the hot tap and through a full bore tap should work adequately - there are many houses/flats like it.
 
The taps may have been changed - if it's a hassle getting the bath panel off - take the tap top off and look inside - see how big the hole is .
