Rusty window hinge

Thanks for all your help. Got this done today!
The old hinges appeared the same thickness as the new ones but when I lifted the window into position (!), I realised that there was a gap. I then added spacers to both sides and lifted it back in, seemed too high then!

I then left one set of spacers in the bottom and screwed it all in. Seems okay but wanted to check if that is acceptable?

If I happen to use spacers I put them between the hinge and casement not hinge and frame, where did you place yours?

Yes, between hinge and casement. It's the only part of the hinge that they would clip on to. I did also find a YouTube video showing the same. As I said, when I added it on both ends of the casement, it wouldn't fit. I went with one set on the bottom in the end. Is that okay?
 
Also, are those 3 holes drain holes for a window?

As a test, I poured some water in this area and the water doesn't drain. I'm wondering if that's what caused the rusting in the first place?
