Towel Radiator Valve Cap stuck?

Yeah the left pipe has been warm. But above the valve it is not.

I can't move the right hand valve at all - I think I need to turn this to make it work right?
 
You need to turn the spindle anticlockwise ,if the silver handle will not turn ,it's not like the left side valve,you must remove the handle to get to the spindle.
