I thought that but on/off control should override thermostat cartridge.
On the 3 tier type valve on/off is top and bottom IIRC.

Just downloaded the instructions.
Line 15 states:
If valve is a triple. Middle connection is thermostatic valve top and bottom are on/off controls.
So you must be doing something wrong.
Also stated if flow continues after diverter is switched off. Then there will be some debris in the control diverter.
Pictures would be nice.

I thought this forum had swear filters. It did back in the day. It would have filtered our bit of bants above anyway.
Anyway perhaps the OP believed he was getting quality from a company called victorian bathrooms. Speaking to a plumber I've got working for me at the moment this isn't the case for most unbranded stuff and it's usually the same stuff you can buy even cheaper on ebay!
