Why is my home raised, can it be fixed?

To answer your original question, yes you can lower the floor. You'd need a new dpc, most probably an injected/cream type. You could reuse the existing joists (and floorboards if they come up without damage) supported off joist hangers and/or ledgers fixed to the walls or you could replace it all with a new insulated slab. Obviously you'd need to lower all the door openings, do some work with the drainage etc but you would benefit from nice high ceilings. You may need building regulations approval.

Rather than lower the floor - if you dont like using steps then change them for a ramp.
That way when your really old and in a wheelchair it will be already in place for you :)
