Was told it was giving out 9.5 volts and 24 volts.

Resistance is measured in ohms. Voltage is voltage.

It was tested by the engineer using a test rig so I’m assuming that had power otherwise how would it get a reading…

Thanks for help so far Ian. Just to clarify the engineer took the transformer and tested it. He doesn’t carry test rigs with him in the van.

Are there any other qualified gas safe engineers that have came across this problem that could advise ?

Yes, we all know what the problem is. Get a gas safe engineer out.
