That’s weird because his CO meter which he waved about showed CO.

Nope , he wouldnt have a "CO meter" as you call it, possibly a personal CO alarm to protect him if he walked into a situation with high levels of CO, but nothing else, and if you have the correct equipment for detecting CO you dont wave anything about
