I think it was Saddam Hussein who was behind the Scuds.
He was also sending money to families of dead suicide bombers.
Thats some of the reasons Iraq was selected for a dose of regime change by the Americans.

All three have argued the same argument over free speech, as legislated in US law, and have all three have ben pressurised to resign.
As fas as I am aware, only Ms Gay received horrific racist abusive pressure to resign, along with unsupported attacks on her academic record. The pressure on the other two has been limited to political pressure.

Military are fair targets, (nearly 400 of the total), as would be civilians who take up arms.
