That is basically all a partition wall is at the end of the job: a structure fixed to floor and ceiling.
Indeed, albeit usually a bit thicker than 19mm :-) However, depending on the situation, it may well be adequate for the purpose - some of the 'movable partitions' I see in 'meeting/conference rooms' etc. are probably even thinner than that!
 
Well, depends on what you expect from a wall. It does provide mechanical and visual separation but it won‘t block any noise whatsoever and you can‘t conceal any electrics. Fixing anything heavier than a poster is tricky too.

The movable partitions in meeting/conference rooms to which I referred are often a fair bit better than you suggest - usually with pretty solid frames, hanging off rails, and made of material which gives pretty good acoustic insulation, but still not at all thick.
