It doesn't matter what anyone did or didn't sign. The obligation is on the individual to notify HMRC and they have 20 years to come after you.

Anyway back to the story.. she was either lying on social media or lying to the tax man or lying on the electoral roll.

Pick any 2 for the truth.

If she had to choose, I would assume she would plead guilty to lying on social media.
 
They are busy working on their 25 year plan.
So, just to recap.

It isn't a police matter.
Nobody knows if HMRC are interested.
It could have been a genuine mistake with only a few thousand pounds involved.
She could be right and her advice that she has done nothing wrong is correct, therefore she owes nothing.

No one is that interested, only hopping mad gammon Tories. She should pay what she owes like the rest of us, if any is due. If she's exploited a loophole, then I guess you'll only have the Tories to blame.
