First he says “roads should be a priority”

Then later on changes it to “roads should be a priority after schools and hospitals”

As it’s Sunday, I’ll put it down to the sherry

I’m saying roads should be a priority, not the main priority, but still a high one.

I do a lot of driving. If you don’t agree, no problem. Let’s move on

In the absence of mentioning anything else, it means roads take priority over anything else.
