So you agree once they are restrained and under control they should be taken to court for any decision to be made.

If they cannot be brought under control and are a direct threat to life, then legal authorisation of force comes into play.

It's the part whether you agree with legally authorised or not, that you need to decide on. Can the police decide who they kill, or can't they?

Of course they can’t unless that person is a danger to others. A hostage taker for example who is threatening to take the life of another.
